Is the lesser of two evils, still evil?

I saw a meme saying this on Facebook. I was wondering who agrees with it? Do you think it is really practical, though? I know that nobody seems to follow it.

Yes, because it is still evil, but not as evil as the other evil, making it more tolerable.

Well, sometimes a choice has to be made. For instance, if a government has a terrible ideology, but it's less evil (according to the viewer), than the other, than do you side with them? How can you not side with one or the other when trade and other things are in the balance?

Well, if a bad action has to happen, pick the lesser of the choices. Sometimes you're just screwed in life.

With the lesser evil, you might not need to scream as much as you would scream for the senior evil. The concept of lesser evil is something not as bad as the alternative.

Anything that is bad enough to be considered evil is evil enough. I don't believe in the concept of a lesser evil. That thing that is considered a lesser evil would hurt someone somewhere and cause them pains too. Just stay away from evil major or minor.
