When police shoot, they always shoot to kill. They will also shoot when they feel someone is pulling a weapon. Thats why when you get around them, they are very demanding that you control your hands.
Police by right don't ever shoot to kill. The primary purpose of police shooting is to disarm and immobilize a suspect. Of course, mistakes happen. But if you are innocent, you shouldn't put yourself in a position where they consider shooting at you. Just surrender and let them do their work.
